St. Andrews State Park's second pier reaches into the calm Grand Lagoon beside the park's boat ramp, on the sheltered side of the park at the east end of Panama City Beach. It fishes like a bay pier near a pass: flounder, speckled trout, redfish and sheepshead around the pilings, with mangrove snapper, Spanish mackerel and jacks moving through in the warm months and white trout and black drum in winter. Fish live shrimp under a cork or on a jig head, mud minnows for flounder and fiddler crabs for sheepshead. The park is open 8 a.m. to sunset, the $8 per-vehicle entry covers the piers, and a playground, picnic tables, grills and restrooms sit by the boat ramp. It is the park's best choice for families and for windy days. Watch for boats at the ramp and for summer lightning.
