Philippe Park is the oldest park in Pinellas County, 92 shady acres on the Old Tampa Bay shore of Safety Harbor, home to a Tocobaga temple mound and a county boat ramp. The county's park map shows fishing spots along its north shore, where you can cast from the shoreline for snook, redfish and spotted seatrout over the grass and shell, sheepshead and black drum in the cooler months, and jacks, ladyfish and mangrove snapper in summer. Fish a moving tide with live shrimp under a cork, cut bait on the bottom or a soft plastic. The park is open 7 a.m. to sunset, with parking, picnic shelters and restrooms, though some restrooms and a playground are closed for work in 2026. Watch for boat traffic by the ramp and leave when summer lightning builds.
