Upper Tampa Bay Conservation Park is a 596-acre Hillsborough County park on a mangrove peninsula at the head of Old Tampa Bay, near Oldsmar. The county singles out its banks, with those of E.G. Simmons, as its best saltwater shore fishing, for snook, redfish and spotted seatrout. Walk the short Eagle Trail to the edge of Mobbly Bay, or fish the tidal creek near the canoe launch by the nature center, keeping the launch clear. Snook and redfish are best from spring through fall, trout, sheepshead and black drum in the cooler months. Fish a moving tide with live shrimp or small soft plastics along the mangrove edges. The park is open 8 a.m. to 6 p.m. and charges $2 per vehicle. The water is shallow and stained, the mosquitoes can be fierce, and summer storms build quickly over the bay.
