James A. Rutherford Park Fishing

James A. Rutherford Park is one of Boca Raton's signature parks: mangrove boardwalks, walking trails and a pier out into the Intracoastal Waterway, all part of a restoration that reopened the park in April 2024. The city lists a fishing pier among its features, and free parking makes it an easy, comfortable place for a morning on the water.

The park is at 600 NE 24th Street in Boca Raton, on the west shore of the Intracoastal Waterway north of Lake Wyman Park. It is run by the City of Boca Raton.

• Parking: 57 spaces, including 5 accessible spaces, and parking is free
• Hours: 8 a.m. to sunset
• The walk: paths and boardwalks lead through the mangroves to the waterfront and the pier

The Intracoastal at Boca Raton is clean, salty water fed by the Boca Raton Inlet, with mangrove shorelines for cover.

• Spring (Mar-May): snook move onto the mangrove edges, jacks and ladyfish arrive, the last sheepshead are around
• Summer (Jun-Aug): snook and mangrove snapper early and late, barracuda and the odd tarpon in the channel
• Fall (Sep-Nov): the mullet run brings snook, tarpon and jacks crashing bait along the waterway
• Winter (Dec-Feb): sheepshead and black drum around structure, bluefish pushing in after cold fronts

A medium spinning outfit covers most of what swims past the pier.

• Snook: a 7-foot medium-heavy spinning rod, 30 lb braid and a 40 lb fluorocarbon leader with a live pilchard, finger mullet or shrimp drifted with the tide
• Mangrove snapper: small live shrimp on a light knocker rig near the pilings
• Sheepshead and black drum: fiddler crabs or shrimp on a short leader dropped straight down
• Jacks, ladyfish and bluefish: bucktails, spoons and small plugs worked through the current
• Barracuda and tarpon: live bait on a wire leader for barracuda; heavier tackle for tarpon, which should stay in the water while you release them (check FWC's tarpon rules)
• A long-handled net helps land fish from the deck

The Atlantic has two tides a day, and the Boca Raton Inlet keeps water moving along this stretch of the Intracoastal.

• The incoming tide brings the cleanest, saltiest water, good for snapper and jacks
• The outgoing pulls bait off the mangrove edges, often the best time for snook
• The park opens at 8 a.m., so the first hours after opening are the prime window
• Strong east winds and big seas outside can cloud the inlet water
• Summer storms build quickly over the waterway in the afternoons

The park is well kept and easy to get around, but the Intracoastal is a busy waterway.

• The Intracoastal is busy with boats; keep your lines clear of passing boats and watch children at the rail
• Kayakers use the launches and trails; keep your lines clear of them
• Lightning builds fast on summer afternoons; leave the pier at the first thunder
• Manatees use the Intracoastal; never cast at them and take all line home
• Accessibility: accessible parking, and the city says the walking paths and kayak launch meet ADA standards
• Bring sun protection and water

Rutherford Park is well equipped for a family day by the water.

• No bait shop is listed; buy bait before you arrive

• Arrive at 8 a.m. opening on a weekday for the quietest pier
• Drift live bait along the mangrove edges beside the pier rather than straight out into the channel
• In winter, drop fiddler crabs beside the pilings for sheepshead
• Leave the dog at home; pets are not allowed in Boca Raton parks
• Bring a small cart or backpack; the pier is a walk from the parking lot along the paths
• Pack out all line and hooks; the park's mangroves were recently restored
