12th Avenue Park, Indian Rocks Beach Fishing

12th Avenue Park, Indian Rocks Beach is a quiet city access to the Pinellas Gulf surf, handy for a dawn or evening session without a long walk. Its value is simple: a legal city beach, a small lot and a trough that holds whiting most days.

• Mackerel, ladyfish and jacks when bait schools come inshore

The park sits at 47 12th Avenue North, where 12th Avenue meets Gulf Boulevard, and the beach path leaves from the end of the avenue.

• Getting there: drive Gulf Boulevard through Indian Rocks Beach to 12th Avenue and turn toward the Gulf; the Suncoast Beach Trolley also runs along Gulf Boulevard
• Parking: a small city lot along the access road; since May 18, 2026 every public space at the city's beach accesses is metered, and under the six-month pilot visitors pay $4.50 an hour through ParkMobile, enforced 8 a.m. to 10 p.m. daily
• Some spaces are for decal-holding residents only, so read the signs
• The walk: a short, level sand path from the end of the lot through a gap in the dunes, then a wide beach to the water
• Hours: the city lists the pocket park as open 7 a.m. to dark; city code sets no closing time for the beach itself, but bans sleeping on it from 10 p.m. to 6 a.m.

This is open Gulf surf with bars and troughs rather than structure, so the catch follows the seasons and the bait.

• Spring (Mar-May): pompano and whiting in the troughs, Spanish mackerel and ladyfish arriving with the bait
• Summer (Jun-Aug): snook along the wash at dawn and dusk, jacks and ladyfish on the bait schools, stingrays and bonnetheads on the bottom
• Fall (Sep-Nov): the best mixed fishing, with pompano back on the bars, redfish moving along the beach and more mackerel
• Winter (Dec-Feb): whiting and the odd black drum on calm, clear days; slow when a cold front has stirred the water

A 7- to 9-foot spinning rod with 10-20 lb braid and a fluorocarbon leader covers almost everything here.

• Whiting and pompano: a two-hook dropper rig with small circle hooks and a 1-3 oz pyramid sinker, baited with fresh shrimp, sand fleas or a scented synthetic bait, cast just past the first breaking bar
• Pompano on the move: a small yellow or pink jig bounced back along the bottom
• Snook: walk the wet sand and cast a white bucktail, a soft plastic or a live whitebait parallel to the beach, on 30-40 lb leader
• Mackerel and ladyfish: small spoons or jigs thrown where terns are working bait
• Redfish and black drum: a sliding-sinker rig with cut bait, a whole shrimp or a piece of blue crab

Tides here are mixed: on most days there are two uneven highs and lows, on a few only one of each, and the range is modest. NOAA's Indian Rocks Beach station predicts roughly 1.5 to 3 feet between the day's high and low in a typical month.

• Moving water beats slack: fish the last of the flood and the first of the ebb
• Dawn and dusk are best in summer, before swimmers fill the water and while snook are shallow
• An easterly or light wind leaves clear, flat water that suits sight-casting
• A strong westerly builds a murky shore break; whiting and pompano can still feed, but lures work poorly
• After a cold front, give the water a day or two to settle

This is a gentle beach most of the time, but it is shared with swimmers and the Gulf can turn rough.

• Swimmers: the city designates the water within 300 feet of its whole shoreline as a public bathing beach where only paddled or rowed craft may go, so cast well clear of anyone in the water
• Rip currents form in onshore blows; never wade out after a snag
• Stingrays sit in the warm shallows from spring to fall; shuffle your feet
• Lightning builds fast on summer afternoons, and there is little shade on the sand
• Access: a short, level walk from the parking to soft sand; no beach mat or ramp was confirmed at this access

The park itself is small: the city lists benches and a picnic table and nothing more.

• No restrooms at the park; the Pinellas County beach access park at 1700 Gulf Boulevard, about a third of a mile north, lists restrooms and showers
• The city's Beach Welcome Center at 105 5th Avenue North has local information
• The city notes shops in town that sell fishing rods and tackle; none is at the access, so bring bait and gear with you
• The city keeps trash cans at every beach access; carry out used line, bait bags and hooks, because stray line tangles birds and turtles on the dunes
• Metered parking on site, as described above

• Buy fresh shrimp or sand fleas before you come: the park has no shop and no bait
• Look for the darker, deeper trough water between the beach and the first bar; that is where whiting and pompano feed
• Stay on the city beach: the county's access park at 17th Avenue follows county rules that allow fishing only in designated areas
• Keep your gear with you: city code bans unattended property on the beach from 10 p.m. to 6 a.m., and at any time in a beach access area, which runs from the access to the water's edge
• Fill any hole you dig for a sand spike before you leave, as city code requires
• In summer, arrive at first light for snook before the beach gets busy

• The city repealed its old code section on fishing on or near the beach in 2020, and its customary-use ordinance lists fishing among the public's uses of the dry sand
• City beach rules: no alcohol, no glass, no fires, no dogs or other pets, no sleeping on the beach from 10 p.m. to 6 a.m., and no unattended gear on the beach from 10 p.m. to 6 a.m. or in a beach access area at any time
• A Florida saltwater fishing license is required unless you are exempt
• Shore-based shark fishing needs the free FWC shore-based shark fishing permit; keep any big bait well away from swimmers
